Describir el impacto esperado del proyecto: los cambios buscados en las vidas de las personas que viven en la pobreza

• Que las organizaciones indígenas y campesinas de tierras bajas cuenten con nuevos **cuadros dirigenciales**, mejoren el grado de articulación de jóvenes y mujeres a su estructura decisoria, desarrollen procesos de reflexión organizacional que ayuden a mejorar la vinculación entre dirigencias y bases, y fortalezcan sus capacidades administrativas.

Explanation:
I was going to suggest "leadership structures", but in fact, looking at examples of "cuadro dirigencial" ("renovar el cuadro dirigencial", and so on), it simply means change the actual leaders. "Dirigencial" is from "dirigente", of course.

"En los próximos días los docentes agremiados al Sindicato Unitario de Trabajadores en la Educación del Perú (SUTEP), base Leoncio Prado, acudirán a votar para renovar su cuadro dirigencial provincial."

It just means a new lot of leaders, but I think "leadership", as a collective noun, fits well here. "Cuadro" implies a hierarchy: a team of leaders.
