Right now it could be translated as "Development" since "fomento" is literally "promotion" (of progress, rather than PR; the latter function is under the Ministro Portavoz, whom you might call the Minister of Information).

EURODIC has an entry for "Ministerio de Economía, Obras Públicas, y Reconstrucción", which is rendered as "Ministry of Economy, Public Works, and Reconstruction." Putting "Public Works" first sounds pretty funny to me.
