This is from a Mexican medical invoice. The heading says "Régimen Fiscal" which I've translated as "Tax System" and under it is "General de Ley P.M"

Would the P.M (there's no period after the M but that could be a mistake) refer to Ley Presupuestaria de México? If so, do you agree with translating it as "Pursuant to the Finance Act of Mexico"?

If I'm way off base, what would the P.M stand for?
