Background: a Spanish doctor has fallen from grace with the return to power of Fernando VII. He "fue sancionado con la pérdida de su empleo . . en una carta fechada el 13 de marzo de 1824, señala que SE HALLA PURIFICADO EN PRIMERA INSTANCIA".
Can anyone shed any light on the meaning of the clause in capitals, please? I have searched the Internet and can find nothing useful.

Cuando se restableció el poder absoluto de Fernando VII, fue sancionado con la perdida de su empleo y con el confinamiento en un pequeño pueblo de pescadores en un lugar de la costa norte. Se puede deducir la dureza de estos años de diversas instancias cursadas por su hijo. Desde Barcelona, escribió "...en solicitud de destino, con el justo fin de no morirme de hambre...mi desgraciada familia". En otra fechada el 13 de marzo de 1824, señala que "...se halla purificado en primera instancia."
The blanks appear in the original text - I do not know what has been omitted. The earlier use of the word "instancias" caused me to doubt whether "primera instancia" did indeed refer to a court, or simply meant "in the first instance".
Or maybe exonerated in the court of first instance?

This definition says "para" (rehabilitate). Had it said "en", then "reinstate" would be the word in English, imo.

Many of the Google hits for "stand reinstated" come from Pakistani newspapers or webs. I was trying to find a verb for "hallarse, encontrarse" and preserve the adjectival use of "purificado". But I think the present perfect sounds more natural in English.
Also, the DRAE definition at the top says "por motivos políticos". So, another possible rendering would be:
