I am hoping that the translation of "contingente de sangre" will clarify the meaning of "conducta". I am assuming we are looking at some kind of troop levy.

My version:
....without satisfying the insatiable general, who practically monopolised the funds and the "contingente de sangre” of seven provincial governments so that he demanded authorisation to “contract the rights of the next "conducta".

After reading several sources that contain this term it's clear to me that these are people who are not volunteering to serve in the armed forces but are drafted or conscripted.
