Spanish term or phrase: contingente de sangre
Mexican history 1845. The general in question is General Paredes.
I am hoping that the translation of "contingente de sangre" will clarify the meaning of "conducta". I am assuming we are looking at some kind of troop levy.

...sin que satisficiera al insaciable general que prácticamente monopolizaba los fondos y “contingente de sangre” de siete departamentos, por lo que exigió autorización para “contratar sobre los derechos de la próxima conducta.

My version:
....without satisfying the insatiable general, who practically monopolised the funds and the "contingente de sangre” of seven provincial governments so that he demanded authorisation to “contract the rights of the next "conducta".
