I would turn the sentence round like this, avoiding the clumsy repetition of "desarrollo/desarrollarse" in the original:

"The rise of trade union activity led to the development of working-class ideologies, which...".

If you do it like this, moreover, the last part of the sentence follows more smoothly.

There are several valid possibilities for "comenzaron a desarrollarse". I think "develop" (or "development" in my version) is the only really suitable word, and "ideologías" has to be "ideologies" (particularly in this proto-Marxist context), but the main thing here is that I think "obreristas" should be "working-class", not just "workers'", partly to avoid the straight repetition of "workers" just afterwards in "Trabajadores", but also because it's a more suitable term.

We are dealing here with the origins of international communism. The 1864 meeting in St Martin's Hall, London, was the beginning of the so-called First International, known in English as the International Workingmen's Association (IWA).

It was very consciously a class-based movement, with a fundamental concept of the working class. I think this term should be used for "obrerista".

previously the rights had been held by the employers and the workers had none: now for the first time they banded together to claim their rights in relation to the employers -- rights as to dismissal, working hours, etc.
