I think 'impending' would only work if the war did actually subsequently happen — which unfortunately the context given doesn't tell us.

Depends if there is a political move towards war or just practical preparations. If it is the latter you might use the phrase "putting the country on a war footing".

disagree  Tony M: 'warmongering' puts a completely different slant on the meaning, and one that would be unwelcome here, I feel. 'Warmongering' is too judgemental — they might, for example, have been preparing to defend themselves against a warmongering aggressor.
