"First deputy" no se si está bien.

Explanation:
This is what I think "primer diputado" means. Argentina has (and I think then had) a closed-list proportional representation system, so the head of the list of candidates for each party becomes the party's "first deputy" for the electoral area. This is the way it is commonly expressed in English:

"In the general elections of the 22 of June of 1986, he obtained a seat in the Congress of the Deputies as the head of the party's list for Pontevedra"
