I just wanted to point out that the expression 'like the scum on the bottom of their shoes' means 'ignored' since no one actually pays attention to the bottom of their shoes. I don't think it fits the context. Just my opinion.
Suzanne, I think the translation on your mind is not out of place. I have agreed with Irene below and I equally agree with your idea of translating it as "treat like dirt/filth" etc.
I think Lydia's version is the best, actually "nos tratan con la punta del zapato" is an euphemism for "nos tratan a las patadas" - kick us around. That sentence sounds like a complaint from the shop steward!
