el Consorcio dispuso a retener en sus campamentos a 22 trabajadores que habían presentado descargos y a otros que aun no se les había tomado los descargos; les fue negado el ingreso a sus puestos de trabajo
22 trabajadores afiliados rindieron descargos [en tal fecha]
91 trabajadores afiliados llamados a descargos [en otra fecha]
etc.
And referring indirectly to the sum of all workers who had presented "descargos" over the course of a week:
Es ilegal por parte del empleador pretender enviar a 163 trabajadores afiliados de la U.S.O [union] a sus casas como manera preventiva ... y además no ha dado aviso inmediato a sus trabajadores de cúando se reanudan sus actividades. |

| Grading comment I think "discharge [from duties]" makes sense to me, since the workers who submitted this "descargo" or were expected to submit one were no longer allowed to report for work, with no indication of when they would be allowed to return to work. 3 KudoZ points were awarded for this answer |
