The only thing I can think of is the sports use of the word - the bench, referring to substitute players who may be called on to replace one of the starting team, so (Bench, seniority and mobility) which doesn't sound very "snappy"
I've just seen your latest comment here. You can post two answers if you want to (probably even three, though I've never tried that!). I've done it myself once or twice. You get a message telling you not to make a habit of it, but it's certainly allowed.
I think you've identified the idea there William (employ people on lower scale jobs but who are qualified to take over a higher level post at a moment's notice if necessary?!), and Helena's suggestion sounds clearer than your own (no offence!), but I am anxious about the register.
