I am translating a long document on the programming needs of an insurance company and I have a feeling that this is a retranslation.

Any ideas of how to distinguish between expedición and emisión? as regards insurance policies

"Emisión" is the right term in English when you issue an insurance policy; if you use "expedición" it either means issuing or delivering it.-
