Explanation:
This is an alternative to the Directorate-General of Insurance, which is another good option, as this describes exactly what this is. In Spain, at least, it is not a person (that would be the director general de seguros), or an office (it's a division/department that's part of the Ministerio de Economía y Hacienda), located in Madrid in the Paseo de la Castellana (I used to teach there many years ago).
I suggest that you leave it in the Spanish with an explanation in brackets (my suggestion or Henry's) and adding the acronymn DGS, which you could then use later on in the text if it repeats and don't want to use the full name again.
By 1984, the Spanish insurance industry was heavily fragmented, with many marginal firms operating in an increasingly competitive market. First signs of an impending crisis appeared when the insurance supervisory agency, the Dirección General de Seguros (DGS), preoccupied with drafting new insurance legislation, was confronted with the need to liquidate an increasing number of insolvent firms. The ineffectiveness of existing liquidation procedures under mercantile laws added to the growing threat of a widespread insurance crisis. The DGS sought the advice of a few prominent industry leaders. As a result of this collaboration, a new liquidating instrument, the Comisión Liquidadora de Entidades Aseguradoras (CLEA) was created.
