Spanish term or phrase: acordará motivadamente
From UN document about torture in reference to Spain.

is it something like "agree, stating his reasons" ?

Not 100% here, as I think Edward's option is perfectly possible. I was hoping for more opinions, but they haven't materialised so I'm going with my instinct on this one. Many thanks!

agree  coolbrowne: As a translation, maybe "shall render a decision and state the respective grounds", but you definitely nailed "motivadamente"

I think "motivadamente" is the same as "debidamente", following established procedures, legislation etc.
