La escasa participación de los responsables directos de las unidades de salud en las obras de infraestructura de primer nivel limitaron los resultados, debido a que algunos funcionarios desconocían las especificaciones técnicas, montos y cronogramas de las obras planificadas, y por otra parte el Convenio no establecía un rol directo de la Jefatura de Área en la ejecución del plan de obras. Esta situación, limitó la aplicación y cumplimiento de normativas constructivas existentes y del proceso de licenciamiento de unidades por niveles de resolución, así como la vigilancia del cumplimento de cronogramas y especificaciones de obra definidas en los contratos.
