I think that this might be just "training", and in the context of the organization I'm writing for I cannot find examples of "levelling", though in other contexts "educational levelling" and other such terms (which don't mean a great deal to me, at least) do come up...

and liked her Training Workshop better than any of your alternatives. Nothing to point to any of them in the text. Seems like a nuts-and-bolts topic for a nuts-and-bolts organization so go for a nuts-and-bolts title. You were closest to the concept that seems right IMO and your alternatives are all fine for a context where the title might need a little descriptive sprucing up. They just didn't feel right here to me.
For a while, but in the end Kate's instinct of simply training is best or as good as any IMO. I found some cases where nivelizacion is translated as proficiency (in the sense of establishing/measuring different levels).
But this just looks more like a workshop for training and forming teams to specialize in union-related Seguridad Social issues to me.
Can't see where levelling or equalizing would come into it, unless they're talking about receiving benefits or making payments into it.
If I was going to do an agree, Phil would be closest.
If you read the final conclusions of the meeting which appear as a link on this site the word 'nivelacion' appears only in the heading so it is a bit of a guess.

This rather suggests that certain rights should be held by all, thus equalization is probably the right concept. There may be a better word though.
