Would these be public toilets? Elsewhere the document uses "baños químicos" for portable toilets.

Another word for "silo" is "pozo ciego", which is a little different from "pozo séptico"

The difference between "pozo ciego" (or "pozo negro" or "silo") and "pozo séptico" is basically that solid waste in a "pozo ciego" stays in there and decomposes, while the waste discharged into a "pozo séptico" is treated.

Asker: Thanks. I'm trying to distinguish how the 'silos' are different from the latrines, which are in the same phrase. It's not a cesspool; I know what that is. What, in fact, would the difference be between a "pozo ciego" and a "pozo séptico"?

Explanation:
I'm not sure there is an exact word for this in English; however, in Peru this is basically what it is. They are found in the highlands or where poverty is abundant.

I looked up 'pozo ciego' on Wikipedia and then clicked the English version of the page. 'Dry well' came up and at the end of the article it mentions that when used for sewage it's known as 'cesspool', which redirects you to 'cesspit'.
