This text may well refer to a recent Spanish film called "El baobab de piedra", about migration. It is certainly similar to a description of it that can be found in several websites:

"El Baobab de Piedra (2010) de Marco Potyomkin.
Sinopsis: "Mientras que las mercancías y el capital atraviesan libremente fronteras, los que escapan del horror, el hambre y las guerras quedan prendidos de las alambradas. Y si rotos, hechos jirones, consiguen saltar la valla, si escapando de la sed y del frío atraviesan sobre una cáscara de nuez el ancho mar, nuestra amada economía, tan necesitada de mano de obra desamparada, acoge los brazos hábiles y los abraza con salarios de hambre. This suggests that Marina is absolutely right and that "mendidos" is a typo for "prendidos".

Explanation:
I think the general meaning is that although the migrants/refugees have escaped one lot of barriers, they still face others. Also 'entangled' is slightly literary, in line with the dramatic tone of the Spanish.
