En este caso me atrevo a decir que la palabra inestabilidad se refiere a la falta de seriedad laboral del técnico que en este caso es una mujer. Es decir, algunas veces llega a trabajar otras no.

I found it easier to provide another suggestion than to choose from so many other answers that work, and although my answer is not a direct translation of inestabilidad, it is based on the the Askers interpretation of the source text.
