Spanish term or phrase: fuera de contexto
Excerpt is from an email to the Dept of Foreign Affairs of the Organization of American States (OAS or OEA in Spanish) written by anArgentine NGO.

Context: the NGO introduces some of their concerns and their reason for doing a "shadow report" which they are submitting later in the email. The shadow report is their independent report of things, since the regular State reports might be biased or politicized.

Note about my translation: I have been given authorization to translate the email loosely and clean it up (in English). The formal Spanish is quite verbose; my English translation is more concise to help readability.

"...uno de los principales inconvenientes de la mayoría de las organizaciones de la sociedad civil que tienen un interesante trabajo de campo por la defensa de los derechos humanos fundamentales, entre ella la nuestra, es el fortalecimiento institucional. Y ello se ve reflejado en la inequidad de trato que sufre la mayoría por parte de los Estados parte debido a la parcialidad con que se maneja internamente en cada uno de ellos el apoyo a organizaciones altamente politizadas e institucionalizadas en el sistema Panamericano, desconociendo entonces uno de los derechos fundamentales que es la de igualdad de trato, lo que nos parece fuera de contexto y falto [sic?] de transparencia y respeto al compromiso asumido respecto a la defensa y practica de los derechos fundamentales de las personas..."

My translation:
Our concerns are aimed at updating the Interamerican human rights system. One of the main problems most civil society organizations with field work defending fundamental human rights (our organization being one of these) face is institution building. This is reflected in the unequal treatment the majority of organizations suffer by the States. In part, there is unequal treatment because of the partiality employed within each organization as it chooses to support highly politicized and institutionalized organizations in the Panamerican system, thereby failing to invoke the fundamental right of equal treatment. We find this lack of transparency and respect for the commitment to the defense and practice of fundamental human rights to be OUT OF CONTEXT?

"Out of context" doesn't seem to work in English. They are saying that it's somewhat hypocritical to have unequal treatment among human rights organizations fighting for equal treatment for all...

agree  Charles Davis: I read it this way too. In fact I think that by "fuera de contexto" they really mean "fuera de lugar", so "out of place" could be a possible alternative; but "inappropriate" fits better.
