Spanish term or phrase: industrializador

From some FAQ about an EDI software. The source text is from Mexico (in Spain I am more familiar with the term "(empresa) industrializadora". I suppose they mean a processing or transformation company but would like to confirm, or check for a more specific term.
"El productor del sector primario. Que vende sus productos en estado natural y requiere estar inscrito en el RFC para poder emitir una factura ... El adquirente (industrializador o comercializador) de productos del sector primario . ...
En caso de ser el Industrializador o comercializador el software sólo acepta un RFC debido a que el contrato está vinculado a un contribuyente (R.F.C.), tendría que contratar otro/s licencias del software SECTOR PRIMARIO, según el número de RFC's que necesite dar de alta."

Having searched for this term, it seems clear that it when it is a noun - not often - it is a synonym for manufacturer - see links below and search for un industrializador within the page (control-F)

I have put manufacturer in the glossary, but now think that a more general term - as per Neil's comment - would be "industrial company" - but then again, when do you hear that?!!

Asker: May just have to go with "manufacturer" in the end. Can't really elaborate with "industrial" as it's for SW and we need a one-word solution if poss.

Asker: The term as used in my context appears to include packaging companies, processing/transformation and others not easily fitting the concept of "manufacturer" (fabricante) per se. Interestingly, it is hard to find it in a dictionary.
