This seems to be what I'm looking for. "Fixed" and "Capped" bandwidth don't seem to fit as well and this seems to have the same meaning.

What's the difference between burstable and fixed bandwidth?
Fixed or "capped" bandwidth refers to a connection type in which the customer is guaranteed a set maximum amount of bandwidth to be available. This benefits customers whose require a continuous level of bandwidth. Burstable bandwidth refers to a connection in which the customer's bandwidth can increase for short periods of time on an as-needed basis. This gives customers a less expensive solution when their bandwidth needs are generally lower than at times such as large, periodic data transfers.

1. a charge for a certain amount of traffic, once exceeded extra charges
2. a fixed change irrespective of amount of traffic on your site.

The reference to bandwidth is a separate issue and has nothing to do with the above. It simply means you can have a faster site.

I am not sure of the industry terms for these but suggest you google web hosting services / charges and see what comes up.

Obviously the more bandwidth the more traffic the site will be able to cope with.
