El sistema de notificación electrónica acredita la fecha y hora en que se produce la puesta a disposición del interesado del acto objeto de notificación, que tendrá lugar mediante la recepción en la DEH asignada al destinatario del aviso de la puesta a disposición de la notificación. Igualmente, el sistema acredita la fecha del acceso del destinatario al contenido del documento notificado o en que la notificación se consideró rechazada por haber transcurrido el plazo legalmente establecido.

Si, con anterioridad a la fecha de recepción de la comunicación de la notificación, se hubiera accedido a la sede electrónica de la AEAT y **le hubiera sido practicada la notificación por comparecencia electrónica**, la fecha que prevalece a todos los efectos es la de la primera de las notificaciones correctamente practicada.

I think it is necessary to specify "recipient" here, but I believe any equivalent to "comparecencia" is unnecessary.

Explanation:
Look, there are two ways of being notified/served here. The person is notified electronically of the document to be served and then responds and is deemed to be served, or deemed not to be served if he fails to respond in a certain time,
OR
The person himself logs in and is thus deemed to have made an 'electronic appearance' and thus be served/notified. We are talking here about this latter event.

El Ministerio de Economía y Hacienda ha desarrollado un Sistema de Notificaciones Electrónicas para aquellas aplicaciones que requieran su uso, ofreciendo así al ciudadano la posibilidad de recibir de forma telemática las notificaciones asociadas a los distintos procedimientos administrativos en los que tenga condición de interesado. El Sistema de Notificaciones Electrónicas cumple con las condiciones recogidas en la Ley 11/2007 y permite el uso por todos los Centros Directivos interesados.
