It's the "anticipada" that's the problem - I feel that they really mean "hasty" here but maybe that's too strong?

neutral  Lia Fail (X): Makes no linguistic sense to me to refer to "preventative execution", as the idea is enforcement and I don't see how this cd be "preventative". In reply, reseasrch in Google doesn't support "prevent(at)ive execution for this context..

  -> Preventive is the word. This is a pre-trial motion that was filed and probably denied, seeking relief they (per Court) probably wouldn't get even at trial
