I'm not quite sure of the syntax of inscritos en mercados organizados is in this sentence dealing with investing.

Explanation:
Taking it from the other end, "valores negociados en mercados no organizados" are Over The Counter stocks:

That is, they are not listed on exchanges, and are bought and sold in bilateral contracts. If there is any established exchange on which the valor is traded, then it's an exchange traded stock (or bond). Being listed on an exchange brings with it a number of strict regulatory requirements in terms of corporate organization and publication of information.

Another possible term would be "exchange traded", which means very nearly the same thing. However, in my experience a lot of companies listed on Latin American stock exchanges still have over 90% of the shares held by their original owner (or family or owners); to be very pedantic, these shares may be listed on the exchange (and therefore must comply with the regulatory requirements to which your sentence appears to refer) but may never have actually been traded.

So, I'll go with "exchange", and "listed". And then, a company is usually referred to as listed "on" an exchange, rather than "at" or "by".
