Explanation: Very similar to Laura's, but I think "accounts" is the word to use. It wants to be short and snappy, but also clear, and it's very desirable to use the same word for the same thing in different parts of the document. You've been using "creation of accounts" for "altas", which seems fine to me. They are also "accounts created". My suggestion is really "permitted no. of accounts created exceeded", but omitting "created", which apart from being very awkward (with three past participles) and making it too long, is unnecessary. If there are two many altas, there are too many accounts; if there are too many accounts, too many accounts have been created. "Permitted" is the right word, as is "exceeded", because you haven't just reached the limit but passed it (there is one account too many). And "no." works fine to make it a bit shorter.
