"...se realizó un taller con el objetivo de censensuar la necesidad y alcances de una Ley Nacional de XXX."

Mi intento:

"The purpose of this workshop was to debate and agree on the need (FOR?) and the scope of a National XXX Act."

Mi duda radica en si es necesario incluir la preposición "for" o si es posible omitirla (esto aparece como subtítulo de una nota periodística).
