Tribocracy
Explanation:
i.e. a country ruled by tribal politics. I don't think this term is 'official' yet in either English or Spanish, but in my mind it works perfectly well as a newly coined word.

agree  philgoddard: This is interesting - I think we're seeing the emergence of a new word, because most of the Google hits are from this year. How did we manage without it? Tribal rule, I suppose.

a state governed by tribal rule

Explanation:
Perhaps there is a term, but the combination of "tribal" and "ocracy" doesn't exactly slip off the toungue in English, so I'd go by the definition if someone can't come up with a clever translation that sounds natural. "By/through tribal coalition might also work. From Internet: Libia constituye una “tribucracia ”,una coalición de poderosas tribus en su tres principales provincias históricas que, además, compiten entre sí desde el túnel del tiempohttp://analisisdecoyuntura2011-2.blogspot.com/2011/02/articu... www.tribalanalysiscenter.com/PDF.../Pashtun Tribal Dynamics... de archivo: PDF/Adobe Acrobat - Vista rápida

agree  Altogringo: I'm with you. Plainspeak over coinages that could lead to even more convoluted creations. But would tribal interests perhaps be better? Doesn't rule makes it sound like the tribes are governing, whereas Gadafi was governing based on tribal preference?
1 hr
-> This requires research and a judgement call. "By tribal interests" might be a good solution. The problem with buzz words is that they lack a commonly-accepted definition. What does "tibocracy" exactly mean? It must be qualified if it can't be defined.

Ethnocracy

Explanation:
A new coinage too, but one that imo works better in English than "tribocracy". In the context of Libya, however, it could be argued it's less transparent, since the term "tribe" seems to come up a lot on that subject.
