Does the ''convocatoria'' refer to the Ministry or not? Sorry if it sounds like a stupid question, but I've read this sentence so many times it doesn't make sense anymore!

That's why you find it confusing. It is badly written too IMO.
The subject for "fallar su segunda convocatoria" is the program.
There have been three of four so far:

I would take "Fallar" as meaning "decide on", "rule".

The point is.... I cannot find a formula which sounds "natural" in English. The Spanish version sounds flawed too, as I said before...
