a public statement Explanation: I've looked at a few of these in Uruguayan sources, and "A la opinión pública" seems to be a pretty standard generic heading for a statement put out by an institution and addressed to the public. I think that in English you could simply head it "A Public Statement". There's also "An Open Letter", but that is normally addressed to someone or some institution in particular, in a public manner.
