agree  Richard Boulter: Negative. English wording applying R.C.s input would be better-understood if: "Montevideo State Title (Transfer maybe) Office (Registry maybe), for USA; 'Shire' in the U.K? Afraid 'department' will always be misunderstood in this context. Good luck.
