is to be subrogated *in* the rights and obligations (to s.o.)


Explanation:
Note: Google hits of subrogation TO the rights etc. are all wrong.

The prep. is *to* someone *in* the latter's rights.

State succession to debts is a different 'kettle of fish'.

neutral  AllegroTrans: there is no hint of "inheriting" here - this is not a will ** creativity doesn't usually work when translating legal texts !!

  -> Of course it has nothing to do with a will, but it has everything to do with a more creative way of expressing what it taking place, **and it does work in this case because it gets across the meaning.**
