It is basically the delivery of personal goods in trust, but in this case for a fee.

Unlike a sale or gift of personal property, a bailment involves a change in possession but not in title."

as I understand it, the fee in question, is not paid by the person with whom the goods are deposited (for borrowing the goods), but rather TO the person with whom the goods are deposited for the custody of the goods.
