the complaining party
Explanation:
This seem to be the most common term for the party that requests the convening of an arbitration panel.

"In these rules:
[...]
"complaining Party" means any Party that requests the establishment of an arbitration panel under Article 73 of the Agreement;"

"Arbitration procedure. The arbitration procedure itself is fairly classical. The complaining party makes a request for the establishment of a panel. Parties are then given 10 days to agree on the arbitrators."
