It's not clear to me what the difference is between "árbitro" and "arbitrador". Any suggestions would be greatly appreciated.

"Los árbitros tendrán el carácter de "arbitrador", y en contra de sus resoluciones no procederá recurso alguno. we can deduce that the general Chilean term 'árbitro' (which includes both kinds of árbitro mentioned in the COT) corresponds to 'referee in Newfoundland, and that the specific type of referee known in Chile as 'arbitrador' corresponds to 'arbitrator' in Newfoundland.

Título IX
DE LOS JUECES ARBITROS
Art. 222. Se llaman árbitros los jueces nombrados
por las partes, o por la autoridad judicial en subsidio,
para la resolución de un asunto litigioso.
Art. 223. El árbitro puede ser nombrado, o con la
calidad de árbitro de derecho, o con la de árbitro
arbitrador o amigable componedor.
El árbitro de derecho fallará con arreglo a la ley
y se someterá, tanto en la tramitación como en el
pronunciamiento de la sentencia definitiva, a las reglas
establecidas para los jueces ordinarios, según la
naturaleza de la acción deducida.
El arbitrador fallará obedeciendo a lo que su
prudencia y la equidad le dictaren, y no estará
obligado a guardar en sus procedimientos y en su fallo
otras reglas que las que las partes hayan expresado en
el acto constitutivo del compromiso, y si éstas nada
hubieren expresado, a las que se establecen para este
caso en el Código de Procedimiento Civil.
Sin embargo, en los casos en que la ley lo permita,
podrán concederse al árbitro de derecho facultades de
arbitrador, en cuanto al procedimiento, y limitarse al
pronunciamiento de la sentencia definitiva la
aplicación estricta de la ley.

Under Art. 222, an experienced lawyer may be appointed as 'arbitro' in lieu of a magistrate, and, as per Art. 223, if that lawyer is an 'abritrador' then (s)he decides the affair primarily on the basis of what (s)he has heard from the parties, with a view to achieving fairness.

Tomando la explicación que puso mediamatrix anoche, he estado buscando y me parece que en inglés se le llama así al árbitro "amigable componedor", que es lo que en Chile y algún otro país se llama "árbitro arbitrador" pues no se ciñe estrictamente al derecho.

AMIGABLE COMPOSICIÓN (ARBITRAJE "EX AEQUO ET BONO")

1. En el arbitraje de equidad ("ex aequo et bono"), también llamado amigable composición, los árbitros no se encuentran obligados a decidir en base a las normas de derecho, sino que pueden hacerlo "en conciencia" o "según su leal saber y entender".

2. Con excepción de lo dispuesto en el párrafo anterior, el arbitraje "de derecho" y el arbitraje "de equidad" (ex aequo et bono), se encuentran sujetos a la misma regulación contemplada en esta ley.

3. El tribunal arbitral compuesto de amigables componedores o árbitros arbitradores decidirá conforme a la equidad (ex aequo et bono) sólo si las partes lo han autorizado expresamente a hacerlo así.

Abstract:
The ancient concept, ex aequo et bono, holds that adjudicators should decide disputes according to that which is "fair," and in "good conscience". Despite its long history in international adjudication and even though it is enshrined in the Charter of the Permanent Court of International Justice, the concept of ex aequo et bono is often avoided on grounds that it operates outside of law, or is deemed to be contrary to law.
