Spanish term or phrase: fiscal: terreno fiscal, zona fiscal, cantera fiscal

(Argentinean document) I am familiar with the concept of "tax district", but the use of "fiscal" with these various nouns is confusing me slightly, and although it would be very easy to put "tax land" "tax district" and "tax quarry", i would like to know exactly what they mean by these phrases.

Examples of use:

- la recuperación del terreno fiscal es de fundamental importancia para promover el crecimiento de este sector
- La concesión de la explotación de la cantera fiscal de dolomita denominada "Boca Sierra",
- Incorporar la cantera de dolomita denominada "Boca Sierra" a la configuración y reordenamiento de las canteras fiscales de rocas calizas y dolomitas, existentes en la zona fiscal de Sierras Bayas

sorry, just seen the reposting. The problem with all those terms in the heading is that it messes up the subsequent glossary entry. Nothing to stop you giving those examples in the body of the question.
