Well, it would appear that someone thought that "fiscal" is more than one term, so i am forced to re-post my question, running the risk of lots of people trying to gain easy points by simply posting "tax" as their answer, without explanation...

I am searching for an explanation of the use of "fiscal" in phrases such as "terreno fiscal", "zona fiscal" and "cantera fiscal". I am familiar with the term "Tax district", but when fiscal is used in phrases such as "cantera fiscal" I can't grasp what it means. This is an ARGENTINEAN document.

e.g.
- Incorporar la cantera de dolomita denominada "Boca Sierra" a la configuración y reordenamiento de las canteras fiscales de rocas dolornitas, existentes en la zona fiscal de Sierras Bayas
- la recuperación del terreno fiscal pre mencionado es de fundamental importancia para promover el crecimiento de este sector
- corresponde incorporar a la cantera fiscal de dolomita denominada Boca Sierra al ordenamiento señalado
- en el marco de un mercado deprimido y en un terreno fiscal que durante años permaneció inactivo
