I am having trouble translating the bold section of this passage. Any suggestions. I am translating from SPN - ENG. My attempt is in English.

Ha cumplido con el pago de las obligaciones tributaries vinculadas al impuesto a la renta en Perú, por todos y cada uno de los ejercicios fiscales del 2003 al 2008, encontrándose comprendida, en el supuesto que establecía, que estaba exonerado a presentar declaración jurada alguna.

actually I’d word the whole thing something like:
(He?) has complied with all income tax payments in Peru for the fiscal years from 2003 to 2008, inclusive, **being exempt, pursuant to the provision, establishing that** (he) was exempt from presenting and sworn tax return/declaration.
