I can't find a proper English term for this phrase. The document is a notice, written in Lima, Peru advising the owners of an immovable property of a seizure of property due to tax debt.
Here is the context:

Asker: Thank you so much for all your information and your suggestion. I am a bit concerned about all the reference from the UK, as this translation is into US English. It appears that "attachment" in UK English is "Lien" in US English. A tax lien is exactly this. A hedge against the payment of taxes. It is not enforced unless the taxes are not paid or an arrangement is not reached. Thank you again, I really appreciate your help.
