Hi! Would appreciate your help with this term. Context: tax law in Uruguay

Text:
El Impuesto al Patrimonio grava los bienes situados, colocados o utilizados económicamente en la República (Artículo 7 del Título 14 del Texto Ordenado), con independencia del domicilio de sus titulares.
Se mencionan como contribuyentes de este impuesto a las “personas jurídicas constituidas en el extranjero incluidas en el artículo 5º del Impuesto a la Renta de los No Residentes” que tengan bienes o créditos localizados o UTILIZADOS ECONÓMICAMENTE en el país.
