Context:
"En materia de inversiones turísticas, la Ley de Promoción Turística permite la exoneración de Impuesto al Patrimonio por las inversiones en equipamiento, exoneración del Impuesto al Valor Agregado IVA en la importación y crédito por IVA por las adquisiciones en plaza de equipamiento, exoneración del 50% de los otros tributos en la importación...."

"Refund" is the normal word used in English, I would say. See previous KudoZ question (link below) for "en plaza"; I think it would be "local" or "domestic" in your context. I would also translate "y" as "with" in this case, for better flow.
