El contexto es la clasificación de los tributos en tres tipos: impuestos, tasas y contribuciones
Los tributos, son todos, es decir el género, mientras que:
a) Impuesto: Es el tributo cuyo cumplimiento no origina una contraprestación directa a favor del contribuyente por parte del Estado.
b) Tasa: Es el tributo cuya obligación tiene como hecho generador la prestación efectiva por el Estado de un servicio público individualizado en el contribuyente.
c) Contribución: Es el tributo cuya obligación tiene como hecho generador beneficios derivados de la realización de obras públicas o de actividades estatales.

Without seeing your overall context I would consider the following translations:

Los tributos, son todos, es decir el género:
Tributos: taxation / taxation categories/types

Impuesto: Es el tributo cuyo cumplimiento no origina una contraprestación directa a favor del contribuyente por parte del Estado.
Impuestos: Taxes / direct taxes / income and capital gains taxes (e.g. taxes on revenues, gifts, inheritance, etc), maybe also consumption (indirect) taxes

Tasa: Es el tributo cuya obligación tiene como hecho generador la prestación efectiva por el Estado de un servicio público individualizado en el contribuyente.
Tasa: Specific public or local authority taxes / local authority rates (e.g. water rates, rubbish collection rates, road traffic taxes (?), etc)

Contribución: Es el tributo cuya obligación tiene como hecho generador beneficios derivados de la realización de obras públicas o de actividades estatales.
This one is more complex, as its difficult to see the distinction with 'tasa' and it seems like road traffic taxes could be an example (to cover the costs of repairs and maintenance of roads). A possibility is the literal 'contributory tax', but this could be misinterpreted in a UK-Irl context (contributory 'taxes' or 'payments' are made to the social security system)

Thing is, in my part of the world we classify taxes more specifically in terms of the item being taxed rather than in general groups...
