This is something issued to drivers when they use a toll motorway without paying.
"De manera diaria, el Administrativo Senior Infractor genera cartas de VE (texto aprobado de acuerdo a PGI-30028 “Establecimiento de Mecanismos y Vías de Comunicación Masiva con Clientes”), masivamente a través del sistema, en las cuales se informa a los usuarios no habilitados que, conforme con los registros de los pórticos, han circulado por la vía Concesionada sin TAG o Pase Diario y que cuentan con 20 días corridos (desde la fecha en que transitó) para habilitar tardíamente sus viaje."
