I thought "figuras" meant "mechanisms" (administratively proceedings rather than a court trial), but now, I'm not so sure, and I don't know what the difference is between inejercicio (inaction, or failure to prosecute) and opinión de inejercicio:

Explanation:
I guess it's talking about criminal law, so:
Nuevas figuras = New offenses
Inejercicio = inaction (or even lack of prosecution)
Opinión de inejercicio = opinion (or even order) agains the prosecution.
La opinión de inejercicio es la opinión contraria a continuar con los cargos vertida por el superior jerárquico del Ministerio Público que ejerce la acusación.
