  -> Resolución de contrato does mean cancel a contract in legalese. If the owner wanted to change supplier, he'd have to cancel existing contracts.

agree  moken: Hi Sheila. This is DEFINITELY the meaning conveyed. My only doubt is whether the administrator would be involved in getting bills paid by occupiers (hence settle), but I doubt it to be quite honest. :O) :O)

Explanation:
Both terms have been proposed already, and I agree with them both. "Resuelva" is the legal word meaning "put an end to", cancel or terminate those contracts, with the same authority that he is enabled to sign them.
