Some might argue that "region" is implied. I think you could do it either way. Often the World Factbook is used as a style manual for these things. The World Factbook does not subdivide Lima, though. The world factbook does give both Spanish and English titles for the high court. Perhaps you will want to put the entire name in Spanish in italics and then in parentheses put the entire name in English.
