Spanish term or phrase: horas profesionales financiadas
Reference: Argentinean legislation (decreto 493/91) pertaining to medical institutions with "horas profesionales financiadas, las que son necesarias para una mejor atención del paciente...". Not sure if this simply refers to paid professional hours (vs. volunteer, for example)...

It could be paid professional hours, paid working hours, funded professional hours, it's really the same concept it appears to me!!!!
