Explanation:
In the diplomatic context I had always heard of this as a bag, as in "diplomatic bag", carried, for example by a Queen's Messenger, in other words, the courier. http://news.bbc.co.uk/2/hi/uk_news/672786.stm

I'd also come across the term "valija" in a banking context, used for sending documents between branches. In this case, and in my local bank, it's actually a large transparent plastic folder. But I can't find confirmation of what this is called in English, although I suspect it is valise. Unfortunately I can only find this ref, which is I fear a translation itself: "the traditional service of internal valise" http://www.sendalexpress.com/ingles/noticias1.php?id=62

Sorry to sow the seeds of discord, but I can't find anything to convince me of pouch, and Taña's link does no more than give pouch as one of the options for translating valija.
