Spanish term or phrase: no alcanzará contado
This is a law from Spain describing when something will take effect. This particular expression leaves me puzzled. I'll appreciate any help!

"La prohibición de publicidad o patrocinio de los productos del XXXX en todos los medios **no alcanzará, durante un período de tres años, contado** desde la entrada en vigor de esta Ley, ......"
