This is an "acta comprensiva" for a company detailing the resignation of the existing members of the board and the appointment of the new ones.

This section is headed "Delegación de facultades"
It is followed by:
"Facultar tan ampliamente como en derecho fuere menester a los miembros del Consejo de Administración o a cualquiera de las personas apoderadas al efecto, para que los anteriores acuerdos queden revestidos de la máxima eficacia jurídica, realizando cuantos actos y otorgando cuantos documentos públicos y privados fueren precisos para su inscripción en el Registro Mercantil, formulando cuantas aclaraciones, adiciones, subsanaciones, y en general, cuantos actos se requieran a tal "

I am unsure whether "Power of Attorney" would be right in this context. The more literal "Deleagtion of Faculties" doesn't Google well, while "Deleagtion of Powers" seems (I may be wrong) to apply more to Government...
